112th Hsinchu County Livestock Wastewater Ammonia Nitrogen Recovery Promotion Plan

Absrtact
In order to effectively manage the discharge of livestock wastewater and reduce the burden on rivers, irregular inspections and inventories will be conducted on livestock farmers within the county's jurisdiction to investigate and deal with illegal discharges. It can also be used to understand the number of pigs raised in the county, The approximate number of cattle and provide guidance to the industry on how to submit a wastewater management plan. In addition, regarding the resource utilization of livestock manure, we will promote the use of fertilizers on farmland from livestock manure and the recycling of discharged water that meets standards for irrigation, in order to implement river conservation policies, improve river water quality, and comply with regulations, so as to improve the river water bodies within our jurisdiction. water quality. A summary of the implementation progress of the current operation (statistical period from January 1, 2020 to November 30, 2020) is as follows:  Livestock industry inspection control 1. There are 194 livestock farms under the jurisdiction (including new ones) Established, operating, temporarily suspended), among which the number of pig farms raising 20 to 199 pigs is 77, the number of pig farms raising more than 200 pigs is 93, a total of 172, and there are 9 cattle farms and 15 are chicken farms, mainly concentrated in towns such as Xinpu Town, Xinfeng Township, Guanxi Town and Hukou Township, accounting for 73% of the total number. 2. 1,244 on-site inspections and counseling operations have been carried out (including three times a year, digestate residues and slurry, effluent water recycling, approved irrigation operators, counseling and petitions, etc.). Among them, common deficiencies in on-site inspections of animal husbandry include red There are problems such as damaged clay plastics and rubber that have not been repaired or insufficient aeration, the signboard for the special discharge port is not clear or the position is not obvious, there is a lack of water leakage, and the meter reading record is missing. 3. A total of 50 companies were sampled during general audit operations, of which 6 had test results exceeding the standard, and all of them have been listed as targets for review and follow-up.  Promote the utilization of manure and urine resources in the animal husbandry industry 1. Eleven animal husbandry companies have been selected to promote the use of biogas residue and biogas slurry as agricultural land fertilizer. Currently, 11 plans for the use of biogas residue and biogas slurry as agricultural land fertilizer have been completed and will be completed in August 2020. On March 4, a document was sent to the Environmental Protection Bureau for review and approval, and the expert committee review process was completed together with the Department of Agriculture. 2. Monitoring of livestock farms that have approved biogas slurry and biogas residue irrigation plans from 2010 to 2011. The downstream monitoring results of groundwater showed that 2 points reached the irrigation suspension standard (Yiying Pig Farm and Yuxing Livestock Farm). The remaining 33 points all met the second category of groundwater pollution monitoring standards; the points where the groundwater ammonia nitrogen measurement value exceeded the irrigation stop standard were retested in August and passed. Subsequently, the industry will be coached to make improvements based on the actual monitoring results. 3. Guided a total of 30 small animal husbandry farms to achieve a resource utilization rate of more than 5%. The main promotion targets include those who intend to increase the number of livestock raising more than 200 animals, those who have resourced but have not reached the resource utilization rate of 5%, and those who have wastewater management plans of less than 200 animals and those who provide on-site guidance and improvement. 4. We have provided guidance to 5 livestock farmers on how to recycle runoff water for irrigating plants, and assisted with relevant water quality testing, application document writing, and license changes.  Promote the utilization of manure and urine in the animal husbandry industry 1. Participated in the Pig Breeding Association Conference on June 19, 2012, to publicize water and pollution regulations, water and wastewater fee declarations, and instructions on the operation of wastewater equipment. In order to reduce the situation that public institutions often have personnel changes and new business personnel are not familiar with the operation methods and declaration contents, resulting in declaration errors and an increase in the missing rate, a total of more than 130 people attended this meeting. 2. The publicity meeting on the use of agricultural land fertilizers in livestock excrement and urine digester liquid was completed on April 11, 2012, with a total of 43 people participating. For this publicity meeting on the use of livestock manure and urine digestate as fertilizer in agricultural land, Professor Li Yuansheng from the Department of Environmental Engineering of National Yilan University was invited to introduce the benefits of utilizing digestate and digestate as a resource.
